Tahoe Valley Stormwater and Greenbelt Improvement Project

The Tahoe Valley Stormwater and Greenbelt Improvement Project is located south and east of the “Y” intersection on the west side of the City (Figure 1) and consists of a 320-acre Project drainage area  that is bisected by the US Highway 50 (US 50) and State Route 89 (SR 89) corridors.

The Tahoe Valley Stormwater and Greenbelt Improvement Project includes multi-benefit stormwater treatment based on natural systems (native plants and infiltration into soil), riparian stream environment zone (SEZ) expansion, drainage solutions for localized flooding, bicycle and pedestrian improvements and recreational amenities. Water quality and SEZ enhancements will include improving existing drainage ways and drainage systems to spread, treat, infiltrate, and retain urban runoff from roadways, commercial areas, and other high priority, directly connected urban areas to protect the clarity of Lake Tahoe. Pedestrian and bicycle enhancements will include improving connectivity within the project area and to regional networks.

In accordance with the California Environmental Quality Act (CEQA), an Initial Study and TRPA Initial Environmental Checklist was prepared for the project.

Based on the information in the Initial Study and Initial Environmental Checklist, and after considering all public comments received during the public comment process (March 1, 2019 through April 1, 2019), the Planning Commission adopted the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Plan.

The Tahoe Valley Greenbelt and Stormwater Improvement Project Mitigated Negative Declaration was filed with the Governor’s Office of Planning and Research (OPR), State Clearinghouse Number 2019029152.

Project Documents

Tahoe Valley Area Plan included a goal to create the Tahoe Valley Greenbelt to reduce pollutant loading while creating a walkable, bikeable and scenic connection from one of the more densely populated areas of the City to adjacent neighborhoods. The Tahoe Valley Area Plan was approved by the TRPA on July 22, 2015.  The Project area is a priority for treatment as storm water runoff discharges directly to the Upper Truckee River, which drains to Lake Tahoe. The project will include water quality improvements to reduce pollutant loads discharged to the Upper Truckee River in accordance with the City’s Pollutant Load Reduction Plan.

The City conducted a public workshop on December 14, 2016, in partnership with the Tahoe Resource Conservation District “Community Watershed Partnership” to present the project alternatives and solicit public feedback on the conceptual plans and alternatives (presentation available here).  The results of the public workshop and online survey are available here.
