Residents of the Heavenly Valley neighborhood have been severely impacted with traffic congestion, overflow parking, illegal parking, and general nuisance in the area during winter periods. On June 6, 2023, the City Council was presented with options for neighborhood preservation including reduction of on-street parking and restriction of seasonal parking within the Heavenly Valley residential neighborhoods. As a result, the City is establishing additional No Parking Zones and a Residential Parking permit program for the area to minimize impacts of non-resident parking on neighborhood streets.
Seasonal NO Parking Zones and Residential Permit Parking (RPP) locations are shown on the map below. 
These parking restrictions will be in effect from November 1 to May 1. PLEASE NOTE that the prohibition on street parking during snow removal conditions will STILL APPLY in all areas.
Beginning November 10, 2023, the Police Department (1352 Johnson Blvd) will begin issuing Residential Parking Permits Monday – Friday 8 am – 4 pm by appointment only (No Walk-ins).

All items identified on the application form must be complete before applying. Applications will be accepted in-person and RPPs will be issued at the same time. There will be a maximum of 5 RPPs for each address, which includes 2 guest permits. The applicant will be responsible for all RPPs issued to that address.
