Background


The City of South Lake Tahoe recognizes that for certain residents, quality affordable housing has been difficult to obtain.
  In recent years many older hotel/motel properties have responded to the demand for lower income, workforce housing by converting their use from transient lodging to long term living facilities.  Although this has fulfilled some of the demand for affordable housing, the conditions in these converted motel rooms are typically well below housing code standards for long term living facilities.  This is due to a combination of deferred maintenance and lack of design standards.


Measures

The Single Room Occupancy (SRO) Ordinance, was enacted by the South Lake Tahoe City Council on June 16, 2015 and implemented common sense regulations for the use of hotel/motel rooms as quality transitional housing.  Forty hotels and motels have registered for the SRO program and inspections began on August 17, 2016.  Initial inspections have revealed numerous substandard housing issues.  However, progress towards compliance is underway. Staff, property owners and tenants have been diligently working together.

Implementation

Applications for the SRO program were due to be submitted to the Development Services Department no later than Monday, August 17, 2015.  All Hotels/Motels that rent 1 or more rooms for 30 or more days per year are subject to the SRO program.  In order to provide additional preparation time, the deadline for SRO permit application submittal has been extended to Thursday, October 1, 2015.  SRO qualifying properties must submit application materials on or before the deadline, in order to avoid penalties.
